Permitting Deadline Approaching: Connecticut’s New Industrial Stormwater General Permit

The Connecticut Department of Energy & Environmental Protection (DEEP) has issued a new Industrial Stormwater General Permit (IGP) following the expiration of the previous permit on September 30, 2025. The new permit became effective November 1, 2025, and all facilities covered under the prior permit must re-register by April 1, 2026 to maintain compliance.
What This Means for Your Facility
If you had coverage under the previous IGP or operate an industrial facility that discharges stormwater subject to coverage under the IGP, the new permit introduces several important updates, including:
- Mandatory electronic registration through DEEP’s ezFile system (i.e., no automatic renewal).
- Updated Stormwater Pollution Prevention Plan (SWPPP) requirements requiring additional information to be added and re-certification by a Connecticut-licensed Professional Engineer (PE) or Certified Hazardous Materials Manager (CHMM).
- Reset of stormwater monitoring and sampling requirements, requiring sampling for facilities that may have previously exempted out in the earlier permit.
- Expanded corrective action and reporting requirements to better align with EPA’s permit programs.
These changes affect a wide range of industrial sectors, particularly manufacturing, warehousing, transportation, oil storage, scrap metal facilities, and sites with outdoor industrial activities.
