Roux Office Spotlight: Texas

Roux Texas began in 2017 with an office in The Woodlands, just north of Houston. Several members of Roux from across the country relocated to Texas, temporarily and permanently, to help jumpstart our efforts. Our goal was to better service petroleum clients in this region and expand our overall footprint, gaining opportunities in our additional markets. Since then, we have successfully integrated local expertise and boots-on-ground capabilities, moving to the heart of Houston. Today, we have about 20 employees with diverse skillsets, dedicated to servicing clients in the Gulf Coast area.


Justin Donlon, PE – Operations Manager/Principal Engineer

Originally an engineer at Roux’s New York headquarters, Justin Donlon is a licensed Professional Engineer in Texas and Alabama, and a certified Leaking Petroleum Storage Tank Corrective Action Project Manager (LPST CAPM) through the Texas Commission on Environmental Quality (TCEQ). Mr. Donlon has nearly a decade of experience in environmental assessment, remediation, and risk management. He has conducted, managed, or overseen the investigation and remediation of numerous sites across the country. Mr. Donlon has provided environmental engineering services including site assessments, engineering design, remedial implementation, reporting, project management, and environmental compliance. Mr. Donlon’s areas of expertise include the development of conceptual site models, design and optimization of long-term remedial strategies, and the minimization of environmental liability. He has successfully managed multi-million-dollar remediation projects involving complex environmental issues and he has evaluated numerous environmental claims associated with historical light non-aqueous phase liquid (LNAPL) impacts for major global energy companies.

Jenny Lam, PMP – Senior Scientist I

Jenny Lam encompasses over ten years of experience in environmental and natural resource-related projects for public and private sectors with extensive background in managing and leading environmental projects in Texas, Louisiana, Arkansas, and Mississippi. Ms. Lam’s technical specialties include performing waters of the U.S. and wetland delineations, Threatened and Endangered Species Habitat Assessments, U.S. Army Corps of Engineers (USACE) jurisdictional determinations, USACE Sections 404 and 10 permitting and compensatory mitigation, Migratory Bird Treaty Act surveys, protected species observation and monitoring, and National Environmental Policy Act studies. Ms. Lam has experience coordinating with the USACE Galveston, Little Rock, Vicksburg, and Fort Worth Districts. Her project experiences include, but are not limited to, multimodal transportation, telecommunications, drainage improvements, oil and gas, and offshore protected species observations projects.

Jay Klein, PG – Vice President/Principal Geologist

Jay Klein has over 35 years of environmental consulting experience. His work is focused on application of the risk-based corrective action process to develop and implement cost-effective solutions for the assessment and remediation of affected properties in Texas and Louisiana, where he is licensed as a Professional Geoscientist. He is also licensed by the TCEQ as a Leaking Petroleum Storage Tank Corrective Action Project Manager. Mr. Klein has served as an expert witness concerning the nature, degree, extent, and causation of contamination and cost to cure, and the appropriate use of the American Society for Testing and Materials (ASTM) standards for environmental due diligence for real estate transactions. He has also provided hazardous waste permitting assistance to clients, including the preparation of permit and compliance plan applications, modifications, and renewals.
