Former Refinery in Highly Industrialized Navigational Waterway

OBJECTIVES

Our firm is providing remedial services and environmental compliance at a ~288-acre former refinery, 210 acres of which are a functioning mid-stream storage facility, to satisfy New Jersey Industrial Site Recovery Act (ISRA) requirements. The refinery is located along a tidal waterway immediately adjacent to one of the most recognized sediment mega sites along the east coast of the US.  

Roux acts as the owner’s engineer and provides cost-effective and regulatory compliant solutions for this complex historical site. Roux supplemented the numerous historic remedial investigation datasets to fill existing data gaps and develop a comprehensive up to date conceptual site model and regulatory roadmap. Upland remedial actions include the design of caps, excavations, and system installations; optimization of several light non-aqueous phase liquid (LNAPL) recovery systems and programs; and closure of several ineffective systems installed by the previous consultant. 

In addition, Roux designed and is actively implementing a comprehensive sediment remedial investigation strategy for the riparian portion of the adjacent waterway, including the development of a comprehensive ecological conceptual site model, quantification of background conditions, and development of a remedial strategy. Roux also provides air permitting and compliance services.
