Principal Geologist Operations Manager

Mr. Wills is a registered Professional Geologist in New York with over sixteen years in environmental assessment, remediation, and brownfield redevelopment support. He is currently a Principal Geologist at Roux. Mr. Wills has conducted, managed, and overseen investigations and remediations at many sites throughout the New York Metropolitan area. Mr. Wills has experience working with multiple agencies including the New York City Department of Environmental Conservation (NYSDEC), New York City Office of Environmental Remediation (NYCOER), and New York City Department of Environmental Protection (NYCDEP). He has managed large-scale remedial investigations and his expertise includes client and project management and direction of junior staff, in-depth knowledge of various field sampling and innovative site investigative technologies, and construction/redevelopment support.

  • Senior Project Manager for a New York State Brownfields Cleanup Program redevelopment of a former chemical manufacturing facility in Long Island City, New York. The project required consistent communication with the NYSDEC, a local development corporation, and concerned citizens regarding sensitive construction issues such as community air monitoring. Services included due diligence environmental investigations (on-site and off-site); remediation of 45 subsurface chemical vaults/kettles structures; an in situ waste characterization sampling program and remedial actions, which included the removal of over 90,000 cubic yards (CY) of soil intended for off-site disposal, design, and installation; operation of a recovery well; and an in situ chemical oxidation (ISCO) program.
  • Senior Project Manager for a 13-acre Brownfield redevelopment site for a new mall in Norwalk, Connecticut. The Site was formally used for multiple gasoline service stations, automotive repair shops, and a waste hauler and storage. Services included due diligence environmental investigations, a site-wide in situ waste characterization sampling program, and excavation management of over 70,000 CY of soil, including lead and PCB-contaminated soil.
  • Senior Project Manager for multiple projects to support remediation activities at a 130+ acre active railyard State Superfund site. Responsibilities included characterization of subsurface conditions and remediation of PCB, lead, semi volatile organic compounds (SVOCs), and separate-phase hydrocarbon soil and groundwater contamination. Mr. Wills was responsible for overseeing the implementation of remediation activities, including soil excavations intended for off-site disposal and surfactant injections.
  • Senior Project Manager for the investigation and remediation of chlorinated volatile organic compounds (CVOCs) at a former dry cleaner within an active shopping center in Enfield, Connecticut. Services included the completion of soil, groundwater, soil vapor, and indoor air sampling activities, as well as groundwater monitoring and injection well installations. Other services included the completion of multiple ISCO injection events in occupied spaces at the Site.
