Roux’s Arlington, Virginia office opened in 2016, with the addition of our Economic & Complex Analytics (ECA) team. Though this is one of our smaller offices, Roux’s ECA group is nationally recognized for its expertise in helping clients evaluate the legal and financial risks associated with environmental, mass tort, and product liability litigation. Our ECA professionals provide strategic consulting and expert services that assist clients identify, quantify, forecast, and mitigate current and emerging environmental, toxic tort, and product litigation risks.

Marc C. Scarcella has over twenty years of experience as an economic consultant for mass tort litigation, specializing in quantitative methods and their applications in dispute resolution and strategic litigation management. He has extensive experience estimating litigation risk and economic damages related to environmental and product liability, including projections of latent personal injury claims. He has also developed economic models for estimating potential insurance recoveries due to environmental and product liability claims. Mr. Scarcella has developed forecasting models used to evaluate the impact of litigation and legacy liability on corporate financial management, transactions, and restructuring. His work has been leveraged in corporate financial disclosures for SEC reporting, bankruptcy reorganization, and due diligence for structured financial transactions.

Peter R. Kelso has been at the forefront of identifying emerging litigation trends for over twenty years. He is an expert on mass tort and product liability litigation and advises clients on identifying and finding solutions for risks associated with legacy liabilities and emerging litigation. Mr. Kelso advises clients on litigation risk, providing them with expertise in product liability litigation, insurance coverage negotiations, due diligence for mergers and acquisitions, liability ring fencing activities, and bankruptcy reorganizations. He has led and supported numerous public policy initiatives to effectuate judicial and legislative reform at the state and federal levels.

Drew Howard, MEM is a Technical Director in Roux’s Economic and Complex Analytics practice, with over a decade of experience in economic and financial analysis for mass tort and environmental litigation. Mr. Howard also specializes in risk management, focusing on climate change and greenhouse gas (GHG) emissions, helping clients navigate regulatory challenges and mitigate future risks. His expertise enables him to deliver data-driven insights and strategic support, empowering clients to achieve successful outcomes in complex litigation and risk management scenarios.
