Virginia New Source Air Permitting – State Operating Permit & Minor New Source Review Permit

OBJECTIVES

Roux has supported Nathan Trotter & Co. Inc. in obtaining both a Minor New Source Review (mNSR) permit to construct, and a State Operating Permit (SOP), for a proposed tin processing facility currently under construction at the Patriot Center Industrial Park located in Martinsville, Henry County, Virginia. The project was partially funded by the United States Department of Defense (DOD) under the Defense Production Act (DPA) to reduce supply chain vulnerability and enhance domestic production of refined tin. From an air emissions perspective, the operation consisted primarily of kilns, furnaces, and refining kettles with emission controls consisting of bag house dust collectors, a caustic scrubber, and a wet electrostatic precipitator.

Roux provided support to facility design engineers to ensure:
• Stack testing requirements can be met;
• Stack heights and directions complied with regulations and Virginia Department of Environmental Quality monitoring requirements; and
• Permitted production limits are sufficient to allow planned throughputs.
