Utility-scale Renewable Energy Program

National BESS Developer; Puerto Rico

OBJECTIVES

Roux provided environmental consulting and due diligence support for three utility-scale renewable energy development projects. Services included completion of ASTM-compliant Phase I and Phase II Environmental Site Assessments, regulatory evaluations, environmental liability assessments, and support for geotechnical investigation planning. Roux also prepared Unexpected Conditions Plans and Soil Materials Management Plans to support construction activities and management of excavated materials during redevelopment. As part of the due diligence process, Roux evaluated historical site operations, recognized environmental conditions (RECs), and potential environmental issues relevant to project acquisition, redevelopment, and potential qualification under applicable federal renewable energy incentive programs, including Brownfield Adder eligibility considerations under the Inflation Reduction Act (IRA). Roux worked closely with project stakeholders to identify environmental constraints, evaluate historical operational conditions, and assess potential environmental liabilities associated with former industrial operations at the sites.
