Roux provides environmental consulting, regulatory strategy, and subsurface investigation support for a portfolio-wide Battery Energy Storage System development program across multiple sites for multiple clients. Services include completion of ASTM-compliant Phase I Environmental Site Assessments, targeted Phase II investigations, waste characterization investigations, and regulatory file reviews to support project acquisition, redevelopment planning, and financing diligence. Roux also evaluated site eligibility considerations associated with the Inflation Reduction Act (IRA) Energy Community and Brownfield Adder tax credit provisions, including assessment of potential qualifying environmental conditions, historical site uses, and the presence of hazardous substances, pollutants, or contaminants consistent with applicable federal guidance and industry interpretation frameworks. Roux additionally provided regulatory support associated with NYC OER E-Designations and USEPA Underground Injection Control requirements.
