Monica McHugh, PG

Technical Director

Ms. McHugh is a licensed Professional Geologist (PG) in Pennsylvania and a licensed subsurface investigator in New Jersey with over thirty years of experience in environmental consulting. She holds a BA degree with a double major in Geology and Natural (Marine) Science from Colgate University, and an MS degree in Engineering Geology from Drexel University. She is currently a Technical Director for Roux. Ms. McHugh has conducted, managed, or overseen due diligence and divestiture support services at many sites located across the country, as well as soil and groundwater investigation and remediation activities at numerous sites in New Jersey and Pennsylvania. With over thirty years of experience working in New Jersey and Pennsylvania, she has a thorough knowledge of New Jersey Department of Environmental Protection (NJDEP) and Pennsylvania Department of Environmental Protection (PADEP) regulations, and the mechanisms required to bring sites to closure.

  • Ms. McHugh worked on a National Priorities List (NPL) site from the 1990s at her prior firm through delisting of the Site in 2018 while employed at Roux. A traditional pump-and-treat remediation system was installed at the Site in 1999, and a public water supply line was installed for local residential properties. The remediation system was shut down in 2002 when in situ injections were employed. Following three years of clean quarterly sampling, the Site was delisted from the NPL and there are no remaining land use restrictions or requirements for ongoing sampling.
  • Project Manager and/or Principal Investigator for numerous Phase I/Phase II Environmental Site Assessments conducted at industrial and commercial facilities and undeveloped properties across the United States, including a project involving over 180 retail gasoline service stations located in Mid-Atlantic and New England states.
  • Project Manager and Principal Investigator for due diligence/compliance audits performed at industrial facilities located throughout the United States. Compliance issues addressed include RCRA, SARA, ASTs, USTs, NPDES/stormwater discharges, industrial wastewater discharges to POTW facilities, PCB storage, solid waste, and air.
  • Project manager and/or Principal Investigator for numerous New Jersey Industrial Site Remediation Act (ISRA) Preliminary Assessment, Site Investigation, Remedial investigation, and Remedial Action projects.
  • Project manager of soil and groundwater investigations and preparation of Site Characterization Reports for numerous Pennsylvania Land Recycling (Act 2) sites, including retail gasoline stations and former/current industrial facilities.
  • Project manager and/or Principal Investigator for on-site and off-site soil and groundwater investigations around a former refinery in New Jersey.
  • Project Manager for a New Jersey Remedial Investigation project involving the delineation of hexavalent chromium-impacted soil and groundwater, and preparing a conceptual site model to be used for remedial design. Soil investigation included the calculation of a Site-Specific Impact to Groundwater Soil Remediation Standard for hexavalent chromium using Synthetic Precipitation Leachate Procedure (SPLP) methodology.
