Ms. Laplante is a Professional Engineer in New Jersey with over twenty-six years of technical experience in multimedia environmental compliance, including air permitting and emissions estimation, spill prevention and planning, and Emergency Planning and Community Right-to-Know Act (EPCRA) reporting. With a focus on minimization of regulatory requirements and operational risk, she has performed regulatory reviews and applicability evaluations, assisted clients in developing custom systems for compliance management, and acted as a liaison with regulatory agencies. Her additional experience includes stormwater and wastewater permitting and reporting, hazardous waste management, pollution prevention planning/minimization, industrial hygiene evaluation and sampling, air risk dispersion modeling, environmental site assessments and investigation, remediation pilot testing, and environmental compliance for remediation projects. She holds a BS in Chemical Engineering from Worcester Polytechnic Institute and is a Technical Director at Roux.

  • Provided environmental compliance assistance for several manufacturing locations in New Jersey and Indiana, as well as distribution centers in several states, for over a decade. Services provided included management of air permitting programs, including evaluation of applicable air permitting requirements to changing operations and product formulations (major source and minor source), air emission calculations, permit application preparation, identification and streamlining of permit requirements, development of compliance plans, negotiation of permit modifications, and preparation of annual emission statements. In addition to air permitting, services included EPCRA annual reporting (Community Right-to-Know, Toxic Release Inventory) for 14 locations nationwide; preparation of facility Discharge Prevention Containment and Countermeasure (DPCC) Plans and assistance with implementation; pollution prevention planning, as required by New Jersey’s Pollution Prevention Act (N.J.A.C. 7:1K), including plan development and annual reporting; Federal (RCRA) and state hazardous waste reporting; and preparation of Stormwater Pollution Prevention Plans and identification of Best Management Practices.
  • Provided compliance support for a manufacturing operation, including: Title V permit renewal, facility-wide emission inventory, emission statement preparation, and risk evaluation/dispersion modeling. Prepared facility DPCC plan and Spill Prevention Control and Countermeasure (SPCC) plans, and assisted with implementation and compliance. Supported EPCRA reporting and pollution prevention planning, as required by New Jersey’s Pollution Prevention Act (N.J.A.C. 7:1K), including plan development and annual reporting. Also provided remediation services and oversight relative to soil and groundwater impacts at the facility, in accordance with New Jersey Department of Environmental Protection (NJDEP) requirements.
  • Developed and executed a compliance management program for the owner of a campus consisting of multiple pharmaceutical tenants, including Title V permit renewal, facility-wide emission inventory, emission statement preparation and submission, inspection support, and submission of annual and semi-annual compliance certifications. Developed stormwater and spill prevention plans and performed required inspections, personnel training, and regulatory submissions. Provided permit management and report submission in accordance with New Jersey Pollutant Discharge Elimination System (NJPDES) permit, as well as completion and submission of annual Community Right-to-Know reporting.
  • Managed and performed bench-scale feasibility study air emissions testing, including construction of testing apparatus, design of testing procedure, extensive use of air sampling equipment (PID/FID/four-gas meters) including logging features, sampling with SUMMA passivated canisters, and sample management. Used data from bench- and pilot-scale testing to calculate emissions estimates for multiple on-site remedial activities. Assisted in the design of an air control system associated with remedial activities, including evaluation of volatile organic compound (VOC) and odor control methods. Evaluated potentially applicable regulatory requirements and designed programs to demonstrate compliance with requirements while maintaining maximum operational flexibility. Completed permit applications, including assessment of off-site risk, for site remedial activities based on emissions estimates.
  • Identified opportunity to revise permit requirements for a groundwater treatment system to eliminate vapor-phase controls by demonstrating compliance with risk-based standards. Managed on-site programs involving contaminated soils excavation, waste classification and disposal, and vapor intrusion modeling for parcels subject to redevelopment. Participated in multi-media environmental audits (internal and external). Programs included hazardous waste management (on-site handling and off-site waste disposal), hazardous materials storage, Community Right-to-Know, hazard communication, stormwater permitting, air permitting, asbestos management, and spill prevention. Prepared annual air emission statements and permit applications for various operations.
