Mr. Shipley’s technical experience covers a broad spectrum of engineering consulting activities, including managing and leading large public sector programs, directing multimillion-dollar global private sector client accounts, and leading complex municipal projects with integrated services and solutions. His experience extends to designing, installing, and operating soil and groundwater treatment systems employing various remedial technologies, including high vacuum and dual-phase extraction, carbon adsorption, thermal and catalytic oxidation, air sparging, in situ chemical oxidation (ISCO), and advanced oxidation. In addition, Mr. Shipley has directed or managed hundreds of environmental and engineering projects for public sector and multi-national private clients and has been involved in numerous large acquisitions and due diligence efforts, as well as supporting contractual negotiations to manage environmental liabilities. In his most recent role, he led several successful pursuits of significant multi-year contracts with some of the largest U.S. cities and municipalities, including the Los Angeles Metropolitan Transportation Authority, the City of Los Angeles Bureaus of Engineering and Sanitation, the Los Angeles Department of Recreation and Parks, the Illinois Department of Transportation, the City of Chicago, the Florida Department of Environmental Protection, the East Bay Municipal Utilities District, and many more. He is currently Roux’s National Director of Public Sector & Industrial Services and a Principal Engineer.

  • Program Director for three-year, $40 million task order contract with a large municipal transportation authority to manage environmental construction services and underground storage tank (UST) upgrades at multiple operating facilities throughout the greater Los Angeles area.
  • Program Director for a three-year, $82.65 million on-call contract with a large municipal transportation authority for environmental and construction support services related to capital projects across all their divisions, rail lines, and transportation-related developments. Services include demolition, hazardous waste assessment and removal, cultural resources, unhoused encampment cleanup, and engineering design.
  • Program Manager for two separate three-year/$15 million on-call contracts with a large city’s Parks and Recreation department. The scopes of services include Phase I ESAs, Phase II, remediation, and industrial hygiene (IH) services.
  • Program Director for a one-million-dollar contract with a major city to manage their Green Business Program. This program recognizes businesses, nonprofit organizations, and offices that meet environmental standards established by the California Green Business Network (CAGBN).
  • Global Client Executive for a $115 billion multinational conglomerate consisting of 13 major companies, employing more than 130,000 people in 70+ countries. Responsible for overall account leadership and growth across three global business lines. Assumed responsibility for the client after multiple years of client dissatisfaction and decreasing revenue. Major accomplishments include developing and implementing plans to stabilize revenue and eliminate project losses, securing position as one of two global suppliers for the most technically challenging projects, and increasing revenue by more than 20 percent.
  • Global Account Manager for a $800 million multinational industrial company. Organized and managed national and global teams to execute projects across multiple services, including due diligence, property condition evaluations, compliance, and assessment and remediation. High-level involvement with C-level executives as a part of corporate acquisition strategy team. Maintained involvement with key technical elements of most projects, directed overall project strategy and technical approach, and guided agency discussions and negotiations. Mr. Shipley’s contributions resulted in expanding the client from a single U.S. project to more than 100 projects nationwide. In addition, Mr. Shipley expanded the service offerings to include ISO 14001 audits, compliance (air, water, safety), asbestos surveys, and due diligence support for global acquisitions.
