Mr. Battista has over twenty-four years of experience at Roux’s Islandia, New York and Burlington, Massachusetts offices. His technical specialties include management of remediation and construction projects, including excavation, site capping, liner system installation, material/soil stabilization, groundwater treatment and containment system construction, new building and foundation construction, Brownfields site redevelopment, vapor barrier installation and inspection, and underground storage tank (UST) removal and waste management. His extensive experience also includes managing environmental site assessments and remedial investigations, including monitoring well installation and soil boring, groundwater sampling, and soil vapor sampling programs.

  • Manufactured Gas Plant Site, Brooklyn, New York. In Situ Stabilization/Solidification (ISS) design and implementation manager for a New York State Department of Environmental Conservation (NYSDEC) Superfund Site. Work included preparing a Remedial Action (RA) Plan for performing ISS to 40 feet below sidewalk elevation across an approximately one-acre Site with extensive coal tar impacts to soil and groundwater. Detailed design drawings, specifications, and bid documents were prepared, and a formal bid process conducted. The ISS contractor was selected and began work in the fourth quarter of 2024. Development and implementation of the plan required close coordination with the NYSDEC and consideration of significant scrutiny of the work by the local community.
  • Manufacturing Facility, New Hampshire. Project Principal for design and bidding of a wastewater lagoon renovation/relining project. The work included the initial sampling and analysis of wastewater residuals, preparation of a residuals management plan, management of the design team preparing the lagoon liner design, and specifications and preparation of documents for contractor bidding process and selection. Additional efforts included waste disposal coordination for stabilized wastewater residuals and regulatory support.
  • Former Cibro Terminal Site, Island Park, New York. Remediation Project Manager for a 12-acre former oil terminal in preparation for the transfer and redevelopment of the Site. The Site was enrolled in the NYS Brownfields Cleanup Program (BCP) and required extensive soil excavation and backfilling, as well as construction of a new bulkhead; a site cap with a demarcation layer; and demolition of the existing buildings, tank pads, foundations, and subsurface structures. The project had an extremely aggressive schedule that required work to be performed up to seven days per week. The work was completed on schedule, as required to receive the benefits of the BCP.
  • Manufactured Gas Plant Remediation Site, Pelham Manor, New York. Project Manager and Owners Representative during extensive site remediation of a 20-acre former manufactured gas plant (MGP) and current shopping center in Pelham Manor, New York. The remediation work included over 200,000 cubic yards of soil excavation, slurry wall construction, and watertight sheet piling installation; sub-slab depressurization system (SSDS) installation; installation of non-aqueous phase liquid (NAPL) recovery wells and a groundwater pump and treat system; drainage system installation; and site restoration and reconstruction of parking fields, landscaped areas, sidewalks, building slabs, and site utilities. Following site remediation, a nearly decade-long effort to re-tenant the shopping center was undertaken. These efforts included coordinating with the NYSDEC for installation of new utilities, structures, and facilities relating to tenant operations, as well as coordinating tenant construction with various engineering controls installed at the Site.
  • River Dredging Project, Western New York. Construction Manager for a river dredging project related to historic oil refining operations in Western New York State. The project included construction of a haul road over a United States Army Corps of Engineers (USACE) flood control levee, construction of a temporary causeway within the river, dredging of petroleum-impacted sediment and debris, endangered species monitoring, ex situ sediment stabilization, waste management, and site restoration. The work also included regulatory negotiation and reporting to the NYSDEC, USACE, New York State Department of Health (NYSDOH), and US Fish and Wildlife Service (USFWS), and community interaction and coordination with local officials and agencies. This project was highly successful and received praise from the regulatory agencies, local officials, and the local press.
  • Adhesives Facility Remediation, Central Illinois. Construction Manager and Owners Representative for a waste storage lagoon stabilization and capping project at a former adhesives and polymers manufacturing facility in central Illinois. The project included in situ stabilization of 165,000 cubic yards of process waste/sediment contained within three wastewater lagoons, totaling nearly 10 acres in size. This work also included demolition of former dewatering structures, removal/abandonment of former site utilities, and grading and capping of the stabilized lagoons. Additionally, one lagoon was emptied and combined with two adjacent lagoons, including the removal and off-site disposal of the former lagoon liner material and residual sediments.
  • NYC DDC Site Preparation, Bronx, New York. Project manager for a design/build effort at a former New York City hospital facility. The Site was over four acres in size and contained nearly 100,000 cubic yards of contaminated soil and debris. Managed the investigation and supported the design of the site remediation, including preparation of plans, specifications, and submittals. Provided oversight and management throughout the year-long site excavation project in preparation for redevelopment of the Site.
  • New Building Construction, Brooklyn, New York. Construction Manager and Owners Representative for a petroleum remediation site where the extensive remedial scope required the construction of a two-story mixed-use (industrial/commercial) building to house remediation system equipment and provide primary, long-term office space for our client and our staff. The work included building foundation construction, masonry, steel framing and finishes, interior, and underground plumbing, electrical and telecom, HVAC, landscaping, pavement, site stormwater system, solar power system, and installation of large, custom-built groundwater and soil vapor treatment system equipment.
