Biden Administration Announces New National Offshore Wind Goals

This week, the Biden Administration made a historic announcement establishing a plan to increase offshore wind use through 2050. The release from The White House demonstrates a commitment to combating global climate change through use of renewable energy, with plans to establish a national offshore wind goal of 30 gigawatts by 2030 and pathway to a potential 110 gigawatts by 2050. These goals will also support New York State’s goal of 9,000 megawatts of offshore wind by 2035.

Highlights of the announcement include:

  • Deploying 30 gigawatts (GW) of offshore wind in the United States by 2030, including plans to advance new lease sales and complete reviews of Construction and Operations Plans by the end of 2021, which represents more than 19 GW of new clean energy.
  • Advancing critical permitting for the Ocean Wind Project (NJ), and initiating the environmental reviews for up to ten additional projects later this year.
  • Investing $230 million for port and intermodal infrastructure-related projects through the Port Infrastructure Development Program.
  • Releasing a request for research proposals; and supporting more than $1 million in grant funding to improve understanding of offshore renewable energy for the benefit of diverse stakeholders, including fishing and coastal communities.

Please see the release from The White House for additional information about the offshore wind announcement.

This rapidly expanding renewable energy source creates interesting new opportunities for Roux’s clients and presents complex new challenges. Offshore wind development will require tasks such as performing environmental assessments of new inland support properties; federal, state, and local permit applications; and the redevelopment of existing and former industrial shoreline properties along the East Coast.
