OBJECTIVES

Roux conducted air emissions permitting, regulatory negotiations, health risk analysis, and reporting for a facility that uses waste to create biogas for electrical power generation and supply to the power grid. Roux’s work included air permitting for waste processing operations, three biogas digesters, three cogeneration engines with selective catalytic reduction control, and a flare system for excess biofuel management. Permit modifications involved refining potential to emit calculations with acceptable engine operation hour reductions to facilitate a withdrawal from Title V and use of preconstruction permits (PCPs) to operate all aspects of the plant. Because emissions included hazardous air pollutants proximal to an urban location, air dispersion modeling and a health risk assessment report were needed to negotiate and obtain the final PCPs. Roux also prepares the air emissions statements and provides other regulatory negotiation and reporting support.
