Roux is proud to have served as environmental consultant for a transformative all-electric residential development on the Greenpoint waterfront. Enrolled in the New York State Brownfield Cleanup Program (BCP), the 2.4-acre site required comprehensive remediation to prepare for its future as a sustainable community-focused, mixed-use residential building. Roux managed the entire soil remediation process, overseeing the excavation and removal of impacted materials to ensure the Site met stringent regulatory requirements for residential use. By expertly navigating these complex environmental challenges, Roux laid the essential groundwork for what is now New York State’s largest residential geothermal project.
Former industrial uses had resulted in environmental impacts that required a comprehensive remedial approach. Roux guided the project from due diligence through site investigation, remedial design, implementation of the remedy, and regulatory closure under the New York State Brownfield Cleanup Program.
A Track 4 Restricted Residential Use Cleanup under the New York State BCP was achieved for the project with a Certificate of Completion obtained in 2025. The cleanup also satisfied the remedial requirements of New York City Mayor’s Office of Environmental Remediation (NYC OER) for the Hazardous Materials E-Designation assigned to the Site. The following services were provided by Roux:
• Phase I ESA and Phase II ESA Due Diligence;
• Waterfront ecological evaluation;
• Remedial Investigation;
• Preparation of Remedial Action Work Plan (RAWP) and Remedial Design;
• In situ soil characterization and on-site soil and environmental management;
• Bid support and construction support for soil excavation;
• Community Air Monitoring Plan (CAMP) implementation;
• NYSDEC negotiation for on-site beneficial reuse of 8,500 cubic yards of soil and rock dust for backfill surrounding foundation and in areas of deep remedial excavation below the cover system; and
• Collection of nearly 100 remedial excavation documentation samples to confirm attainment of Track 4 cleanup objectives.
Working closely with the project team and regulators, Roux helped transform the former brownfield into a redevelopment-ready property that now supports a new mixed-use residential community on Brooklyn's waterfront. The Riverie's all-electric design and geothermal heating and cooling system further demonstrate how brownfield redevelopment can advance both environmental restoration and long-term sustainability goals. The project was recognized with the 2026 Big Apple Brownfield Award for Sustainable Building Design and Open Space.
