Confidential Food Processing Facility; Wisconsin
Roux was contracted to provide compliance support regarding Wisconsin Department of Natural Resources (WDNR) land application requirements for a food processing facility. Following a WDNR inspection and subsequent Notice of Noncompliance (NON), the client engaged Roux to update the site’s regulatory documentation, conduct field investigations, and evaluate soil, slope, and groundwater conditions across multiple landspreading fields.
As part of the Land Application Compliance Support effort, Roux prepared the landspreading permit renewal including preparation of a Management Plan to incorporate landspreading logs, sampling procedures, spill planning, contingency planning, application‑rate calculations, and drafted the NON response letter. Roux also generated GIS-based maps to define compliant spreading areas, completed a soil investigation to evaluate mottling and estimate groundwater depth, and prepared the full land application site resubmittal package for WDNR. In addition, Roux conducted a focused compliance audit of WPDES permit requirements to assess operational practices and documentation needs.
To further support the client’s response to WDNR, Roux completed an extensive soil field investigation for nutrient analysis and slope evaluation, including topographic analysis to determine field conditions, define viable landspreading boundaries, and generate GPS-compatible files for use by land application operators. While nutrient sampling was ultimately not required by WDNR, Roux completed slope delineation, data interpretation, and project coordination to inform future landspreading decisions and ensure accurate mapping of regulated areas.
Collectively, these efforts provided the client with a comprehensive compliance and data‑driven support program that aligns field operations with WDNR expectations, expanded an understanding of site conditions, improved documentation, and enhanced the facility’s long‑term ability to conduct land application in an environmentally protective and regulatory-compliant manner.
