Christopher Konen Jr, PE

Mr. Konen is a Professional Engineer in Pennsylvania with over fourteen years of environmental compliance experience. Mr. Konen has been involved with several ongoing environmental compliance programs for major industrial firms in a variety of industries. His environmental compliance experience includes regulatory applicability evaluations, auditing, and compliance reviews; air emission evaluation and permitting; Resource Conservation and Recovery Act (RCRA) waste characterization, profiling, and disposal; spill prevention and response planning; and Emergency Planning and Community Right-to-Know Act (EPCRA) reporting. He has acted as a liaison between clients and regulatory agencies and has assisted clients with developing custom management systems for compliance management and with minimizing regulatory requirements through compliance management. He holds a BS in Chemical Engineering from Lafayette College. He is currently a Senior Engineer for Roux (2025–Present).

• Architectural Coatings, Maple Shade, New Jersey. Managed air permitting programs, including evaluation of applicable air permitting requirements to changing operations and product formulations (major source and minor source), air emission calculations, permit application preparation, identification and streamlining of permit requirements, development of compliance plans, and preparation of annual emission statements. Prepared EPRCRA annual reporting (Community Right-to-Know, Toxic Release Inventory) for ten locations nationwide. Prepared the facility Discharge Prevention Containment and Countermeasure (DPCC) Plan and assisted with implementation. Prepared Federal (RCRA) and state hazardous waste reports and Stormwater Pollution Prevention Plans.
• Specialty Chemical Company, Philadelphia, Pennsylvania. Managed the air permitting program, including evaluation of applicable air permitting requirements to changing operations and product formulations (major source and minor source), air emission calculations, permit application preparation, identification and streamlining of permit requirements, development of compliance plans, and preparation of annual emission statements. Prepared the facility Environmental Emergency Response Plan, which includes Preparedness, Prevention, and Contingency (PPC) and Spill Prevention, Control, and Countermeasure (SPCC) Plan requirements, and assistance with implementation. Provided support for stormwater management program. Prepared EPRCRA annual reporting (Community Right-to-Know, Toxic Release Inventory) and Federal (RCRA) and state hazardous waste reporting.
• Glass Tube Manufacturer, Millville, New Jersey. Provided support for the preparation of the Title V major source air permit renewal and permit modification using the New Jersey Department of Environmental Protection’s (NJDEP) RADIUS software. Completed revised air emission estimates, LICT/SOTA analysis, and technical feasibility review. Prepared facility-wide risk assessment for Hazardous Air Pollutant emissions. Developed the Environmental Justice Impact Statement (EJIS), required under NJDEP’s Environmental Justice (EJ) program. Included Overburdened Communities (OBC) analysis, stressor evaluation, community engagement plan, and additional emission analysis.
• Power Generation, Pennsylvania, United States. Provided support for the submission of Toxic Release Inventory (TRI) reporting for three power generation plants in Pennsylvania. Support included the development of Excel-based reporting tools for each plant, review of emission factors for air releases, consolidation of waste and wastewater data for land and water releases, and comparison to prior year results.
