In 2023, Roux opened a satellite office in the heart of Manhattan, strengthening our footprint in the New York Metropolitan area. Today, more than 100 team members work from our Manhattan and Islandia offices, delivering exceptional service across the City and Long Island (Suffolk and Nassau counties). We’re proud to partner with clients throughout New York City, especially in the Real Estate and Petroleum/Energy sectors, and we’re excited to continue growing our Manhattan office. Our work in the public sector has been growing with recently expanding roles on transit, rail, and resiliency design-build projects.
Roux welcomes our newest Principal Geologist, Mindy Chassin Horowitz, PG, WEDG who joins us as Director of Public Sector Services in New York City. Ms. Horowitz is a registered Professional Geologist with over thirty years’ experience in the environmental consulting field, focused on public sector projects in New York City and State. She has extensive experience managing and conducting hydrogeologic investigations and due diligence for clients in both the public and private sectors, including projects focusing on railroads, highways, airports, and parks, and educational, industrial, and commercial facilities. She has taken a leadership role on some of the most prestigious infrastructure projects in New York City, including the NYCT Second Avenue Subway, MNR Penn Station Access, LIRR Third Track, Gateway Tunnel Manhattan Shaft, and NYCEDC Brooklyn Bridge-Montgomery Coastal Resiliency Project.
Principal Engineer
Kelly Coulon, PE is a Professional Engineer with nearly twenty years of experience in environmental site investigation and remediation, engineering design, wastewater treatment, stormwater management, green remediation strategies, and environmental litigation support. Ms. Coulon holds a BS in Biological Engineering from Cornell University and an MS in Environmental Engineering and Science from Johns Hopkins University. She is currently a Principal Engineer at Roux whose professional experience includes working on environmental issues at a wide array of industries, including industrial manufacturing facilities, petroleum refineries and petroleum bulk storage facilities, chemical manufacturing facilities, pharmaceutical facilities, municipal and industrial landfills, and facilities associated with the mining industry (refineries and smelters). Ms. Coulon is currently applying her environmental expertise to support multiple litigation cases in addition to her site remediation and stormwater projects.
Camila Israel is a Senior Engineer II at Roux with over twenty years of professional experience in environmental engineering and consulting services in the Northeast and Southeast regions of the United States, as well as Latin America. Ms. Israel specializes in technical and financial evaluation of hazardous and non-hazardous contaminated sites providing in-depth knowledge of environmental regulations focusing on compliance to NYSDEC programs such as the Brownfield Cleanup Program, inactive hazardous waste disposal sites, petroleum bulk storage, the State Pollutant Discharge Elimination System, and reviews under other NYS/NYC agencies. Her expertise includes due diligence assessments, sites investigations, evaluation of remedial alternatives, wastewater and stormwater management, and project scoping and budgeting for real estate development clients; clean energy developers; and energy, healthcare, and public sector clients. Ms. Israel is fluent in Spanish.
