Operations Manager Principal Scientist

Ms. Williams is a Roux Principal Scientist with approximately twenty-five years of experience in the environmental consulting industry. She is an Operations Manager overseeing Roux’s Oak Brook and Chicago, Illinois offices. Her experience has been primarily focused on Phase I/Phase II Environmental Site Assessments (ESAs), Site Remediation Program (SRP) investigations, Leaking Underground Storage Tank (LUST) investigation, remedial investigation preparation and oversight, remedial technology evaluation, construction management, and work based on regulations at the local, state, and federal level. She also has extensive experience in working on community-wide assessment grants, cleanup grants, and revolving loan fund grants issued by the United States Environmental Protection Agency (USEPA) brownfields program.

  • Project Manager for an on-call Phase I/II ESA, SRP, and LUST program for a large municipality. Responsibilities include preparation of cost estimates, coordination and/or preparation of numerous Phase I ESAs; Phase II ESA, SRP, and LUST field and reporting activities; invoicing; client management; and subcontractor management.
  • Project Manager for a USEPA Brownfields grant program for a large municipality. With the sites selected by the municipality, responsibilities included in Phase I/II ESAs and/or SRP investigations and reporting. Assisted with information for the municipality to submit their required quarterly reports and Assessment, Cleanup, and Redevelopment Exchange System (ACRES) database. Responsibilities also included public involvement.
  • Preparation of multiple successful community-wide assessments and cleanup grant applications for multiple municipalities, and assisted the municipalities with site selection, field activities, assessment and remediation reporting, community involvement activities, and grant recipient reporting tasks.
  • Field Engineer for brownfield sites that were formerly a foundry, and various retail and commercial properties in Illinois. Phytoremediation, along with conventional ex situ remediation methods, were approved by the USEPA and Illinois Environmental Protection Agency (IEPA). Responsibilities included overseeing the planting and growth of the plants, then devising a drilling program to evaluate the effectiveness of the phytoremediation activities. Prepared remedial actions plans and addendum, and remedial action completion reports for the Site. Participated in the drilling activities and provided oversight of the excavation and backfilling activities. Responsibilities also included client management and regulatory management.
