OBJECTIVES

The Beach Green Dunes III (BGD III) redevelopment project is located on a 37,490-square-foot parcel located in Far Rockaway, New York. The Site was first developed prior to 1912 and since has been improved with residential buildings, a four-story apartment complex, a strip mall, a gas station, and an auto repair shop. By 1984, all structures on-site had been demolished, leaving the Site vacant until construction of BGD III began in 2023.

The current Site development includes construction of an eight-story mixed-use building designed to provide affordable housing for very low- to moderate-income households, formerly homeless individuals, and low-income seniors over the age of 62. The building will also feature retail stores, a community center, outdoor recreational spaces, and on-site parking. Designed with sustainability and flood resiliency in mind, BDG III incorporates a closed-loop geothermal heating and cooling system, solar panels, rain gardens, and native plantings in the landscaped areas. The Site is part of a large-scale flood resiliency and redevelopment initiative along the Rockaway shoreline, which aims to construct elevated housing, parking structures, and retail space that will better withstand changing coastal conditions.

Roux was initially hired to perform a Phase I Environmental Site Assessment to support environmental due diligence during the site acquisition process. Following the acquisition, Roux was hired to design and oversee the implementation of a New York City Department of Environmental Protection (NYCDEP)-approved Remedial Action Plan (RAP) during construction. Since work began in April 2023, Roux’s scope of work has included oversight of excavation and underground storage tank (UST) removal, soil sampling, oversight and manifesting of soil export and import, implementation of the Community Air Monitoring Program (CAMP), and completion of vapor barrier and Stormwater Pollution Prevention Program (SWPPP) inspections. Project completion is scheduled for September 2025.
