Joshua Graber, CHMM

Principal Scientist

Mr. Graber is a Principal Scientist and Certified Hazardous Materials Manager (CHMM) with over twenty-five years of environmental consulting experience, primarily in the San Francisco Bay Area. He has navigated dozens of projects from the due diligence/transaction phase through ground-up construction and occupancy. Additionally, he has significant experience managing and remediating complex, long-term environmental liabilities for the most sophisticated clients. He has built lasting, positive client and regulatory relationships through open communication and trust. He is very familiar with the local regulatory process in all the Bay Area Counties, as well as managing sites regulated by the San Francisco Bay Regional Water Quality Control Board and the Department of Toxic Substance Control. He is also familiar with the redevelopment process under the California Land Reuse and Revitalization Act (CLRRA).

 

Mr. Graber’s professional responsibilities include hydrogeological and chemical analytical evaluations, CERCLA (Superfund) site and program management, vapor intrusion assessments for redevelopment and existing buildings, vapor mitigation systems, soil and groundwater remediation and management plans, high resolution site characterization, underground tank removal and construction services, groundwater modeling, risk assessment, deep water well abandonment, and the preparation of technical and closure reports. He has performed over 100 Phase I Environmental Site Assessments (ESAs) for property transaction due diligence and Phase II subsurface investigations of all media utilizing direct-push, membrane interface probe, cone penetrometer testing, hollow-stem augers, and sonic drilling technologies.

 

His remediation experience includes enhanced in situ bioremediation, chemical oxidation, groundwater extraction, treatment, and discharge under National Pollutant Discharge Elimination System (NPDES) permit, soil vapor extraction, remedial excavation, and onsite metals stabilization.

  • Property Transactional Due Diligence and Site Assessment: Graber routinely manages projects from the due diligence phase through redevelopment in the Bay Area and has estimated environmental costs pre-acquisition through construction, in support of property transactions. His project experience includes Phase I and II environmental site assessments, soil management and classification for off-haul purposes, vapor mitigation systems, underground tank removal, dust monitoring and reporting, construction dewatering and discharge, and completion reporting.
  • Remediation Projects: Project experience includes soil, soil gas, and groundwater remediation. Remediation projects include the following remedial technologies: alkaline activated persulfate injection through infiltration gallery, enhanced in situ bioremediation (EISB) with bioaugementation, in situ chemical reduction (ISCR, using zero valent iron), combined remedies (EISB/ISCR), air stripping and granular activated carbon for water treatment, ozone sparging, and soil stabilization for metals treatment.
  • CERCLA Program Management: Program manager for confidential Superfund site located in Silicon Valley, California. In addition to several soil and groundwater remediation projects, Mr. Graber has been intimately involved in the program management of this Site since 2005. He has prepared soil and risk management plans, remedial action plans, annual groundwater monitoring reports, Five Year Reviews, hydrogeologic and chemical analytical evaluations, groundwater extraction modeling and optimization and treatment/discharge under NPDES, conducted dozens of vapor intrusion assessments within the footprint of the solvent plume, and has been the primary point of contact for Water Board and USEPA negotiation.
  • Golden Gate National Recreational Area (GGNRA) Projects: Program manager for over 40 projects located within the GGNRA for various clients, in cooperation with the National Park Service. Representative projects include Presidio of San Francisco base-wide groundwater monitoring program (18 years); Battery East Vista Point Remediation and Renovation (ASCE Parks and Recreation California Project of the Year); Golden Gate Bridge Plaza lead-based paint remediation, management, and renovation; Fort Cronkhite and Fort Barry site assessments, soil remediation, and management projects; Aquatic Park soil management and trail renovation (ASCE Parks and Recreation Bay Area Project of the Year); Rodeo Beach restoration; West Peak of Mt. Tamalpais Site Assessment; and Mountain Lake hydrologic study.
