Remediation Takeover: Former Industrial Manufacturing Facility

OBJECTIVES

This former industrial manufacturing facility site operated as commodity chemical distributer from 1960s until 2008. In 2008, the Site was enrolled in the Indiana Department of Environmental Management’s (IDEM) Volunteer Remediation Program (VRP).

The Site was sold in November 2014 and redeveloped as a waste transfer station. Roux’s remedial approach included:
• Excavation of 15,959 tons of soil at six source areas;
• Pre-excavation gridded waste characterization and mobile lab analysis;
• Ex situ treatment of 1,375 tons of hazardous soil via chemical oxidation soil mixing;
• In situ groundwater treatment via injection of 12,333 gal of in situ chemical reduction (ISCR) carbon/zero valent iron (ZVI) amendment;
• Five years of post-remedy performance monitoring;
• Regulatory work plan, annual, and closure reporting; and
• Recorded on- and off-site Environmental Restrictive Covenant (ERCs).

The IDEM issued a certificate of completion in May 2020 and covenant not to sue in November 2020. The previous consultant proposed a $5.9-$6.5 million cost to closure, while Roux’s total remediation incurred cost totaled $2.7 million.
