Miramar – Mixed-Use Development

OBJECTIVES

The Miramar project consists of a 1.8-acre property located at 408 and 430 West 207th Street in the Inwood section of Manhattan, New York. Roux collaborated with the project team, comprised of Taconic Partners, L+M Development Partners, and MSquared, to redevelop the property utilizing New York State’s Brownfield Cleanup Program (BCP).

A combination Track 1 Unrestricted Use/Track 2 Residential Use Cleanup was achieved for the project, which also met the remedial requirements of New York City Mayor’s Office of Environmental Remediation (NYC OER) for the Hazardous Materials E-Designation assigned to the Site. This approach led to successful closure of the petroleum spill associated with the former gasoline filling station present at the Site.

Following remediation, development at the Site consisted of two interconnected, mixed-income, mixed-use residential buildings with nearly 700 apartments, ground floor retail, parking, and a supermarket. The project also provides a home for a performing arts center operated by the People’s Theatre Project, which focuses on the immigrant experience, social justice issues, and the arts.

In 2015, Roux began performing environmental due diligence on the Site, which historically contained an automobile garage, gasoline filling station, and the Miramar Bath House, featuring a community swimming pool and sandy “beach” area. After the Inwood rezoning was approved in 2018, Roux was retained to perform a Phase II environmental site assessment (ESA) and BCP eligibility evaluation of the property. The property was enrolled in the BCP as two separate sites in 2021.

The following services were provided by Roux:
• Phase I ESA and Phase II ESA Due Diligence;
• Remedial Investigation;
• Preparation of Remedial Action Work Plan (RAWP) and Remedial Design;
• Removal/abandonment of 11 underground storage tanks (USTs) and New York State Department of Environmental Conservation (NYSDEC) Spill closure;
• In situ soil characterization, and on-site soil and environmental management;
• Bid support and construction support for the excavation of 51,000 tons of soil;
• Community Air Monitoring Plan (CAMP) implementation;
• NYSDEC negotiation for on-site beneficial reuse of up to 1,600 cubic yards of soil meeting Unrestricted Use Soil Cleanup Objectives for backfill surrounding foundation and in areas of deep remedial excavation; and
• Collection of nearly 100 remedial excavation endpoint samples to confirm attainment of Track 1 Unrestricted cleanup.
