Roux provided comprehensive environmental support for the ongoing multifamily redevelopment in Hicksville, New York. This 236,000-square-foot, four-story, mixed-use project will feature 189 mixed-income residential units, 5,700 square feet of amenity space, 7,700 square feet of retail space, and two levels of underground parking. Roux conducted both Phase I and Phase II Environmental Site Assessments (ESAs) to identify potential environmental risks and associated costs. Additionally, Roux implemented a waste characterization program, enabling the contractor to efficiently live-load approximately 6,000 tons of contaminated soil for off-site disposal. Throughout the excavation for the building’s foundation, Roux provided excavation oversight and soil tracking to ensure contaminated soils were segregated and transported to the appropriate, approved disposal facilities. This included the removal of petroleum-contaminated soil discovered during underground storage tank (UST) removal activities in which spill closure was achieved. In addition, and as part of the redevelopment, Roux managed the closure and abandonment of thirteen drywells in accordance with the Underground Injection Control procedures mandated by the United States Environmental Protection Agency (USEPA) Region 2.
As part of the scope described above, Roux coordinated closely with the Town of Oyster Bay Department of Environmental Resources Town Environmental Quality Review (TEQR) Division on all submittals including an In Situ Soil Characterization Work Plan, Drywell Closure Plan, UST Closure Plan, and Soil Management and Contingency Plan. Roux also facilitated communication with Nassau County Department of Health and provided documentation to the TEQR Division indicating concurrence that the completed spill and tank closure procedures were performed in accordance with federal, state, and local regulatory requirements.
