OBJECTIVES

Roux is providing environmental support services for the renovation and updating of the 1,500-linear-foot section of the East River Waterfront (ERW) that runs directly under the Brooklyn Bridge. Hired by the Landscape Architect, Starr Whitehouse Landscape Architects and Planners PLLC, Roux is working alongside the redevelopment team under the direction of New York City Economic Development Corporation (NYCEDC) to update and improve the existing esplanade walkway and enhance the public’s access to the waterfront. Environmental support services included completion of a Historical Data Evaluation and identification of any outstanding issues of environmental concern as it pertained to the upcoming renovation of the esplanade. Roux also prepared a Phase II Environmental Site Assessment Work Plan, which was approved by New York City Department of Environmental Protection (NYCDEP), implemented the Work Plan, and prepared a Phase II Summary Report in accordance with the City Environmental Quality Review Technical Manual.

Roux has also prepared the Stormwater Pollution Prevention Plan (SWPPP), in accordance with the New York City Stormwater Design Manual, and ensured the construction erosion and sediment control measures were appropriate and in accordance with local regulations. Additionally, Roux was able to provide guidance through the New York State Department of Environmental Conservation (NYSDEC) tidal wetland permitting process. During upcoming construction, Roux will continue to work closely with the construction team and the NYCEDC to continue our environmental support through the following services:

• Ensure excavation and soil management are in compliance with the NYCDEP-approved Remedial Action Plan (RAP);
• SWPPP inspections;
• Ensure that all material import is from an approved facility/source;
• Ensure that the clean fill/topsoil cap is installed in accordance with the RAP;
• Maintain a truck log of exported and imported soil and materials;
• Prepare daily reports for proper record keeping; and
• Community air monitoring implementation.
