Dr. Hall is an epidemiologist and biostatistician with over a decade of experience in environmental epidemiology, public health, biostatistics, and exposure science across the non-profit, state government, federal government, and private sectors. Dr. Hall’s strategic consulting in environmental epidemiology and biostatistics has aided both public and private sector clients in data-driven decision-making in the energy, chemical, agricultural, entertainment, waste management, and tech industries.

  • Technical Director, Tontitown, Arkansas Air Sampling Study (May 2May 12, 2025). Contracted by the Arkansas Department of Energy and Environment to design and lead an air sampling study near a landfill in Tontitown, Arkansas. The objective was to determine whether there were compounds of potential concern that the landfill was likely or possibly contributing to the community.
  • Testimony-Wisconsin Electric Power Company. Provided expert epidemiology rebuttal testimony on the interpretation and use of the Environmental Protection Agency (EPA)’s Co-Benefits Risk Assessment Health Impacts Screening and Mapping Tool (COBRA) in the context of public health at the Public Service Commission of Wisconsin Hearing (Docket No. 6630-CE-317) for the Certificate of Public Convenience and Necessity for the Oak Creek Combustion Turbine Project.
  • Testimony-Colorado Petroleum Association. Provided expert epidemiology and biostatistics testimony on the scientific methods of Colorado EnviroScreen at the Colorado Air Pollution Control Division Regulation 3 hearings in Denver, Colorado, on May 17, 2023.
  • Testimony, CIVITAS, Resources Inc. Provided expert epidemiology and biostatistics testimony on the study design and analytic methods of the Broomfield Health Survey at the Colorado Oil and Gas Conservation Commission contested Coslette Wellpad hearings virtually, on October 26, 2022.
