Ms. Fusco has over twenty-four years of professional experience in the environmental consulting industry, focusing her services on regulatory compliance and natural resource identification. She has consistently demonstrated her knowledge and understanding of environmental regulations by seamlessly guiding clients through complex regulatory processes. Her experience includes directing multimedia licensing and permitting efforts for a wide range of clients, including residential and commercial developers; municipal, state, and federal agencies; and petroleum manufacturers and retailers; with a focus on permitting support for development projects for public and private entities. Throughout her years of permitting experience, she has developed strong relationships with regulators and industry leaders and has demonstrated strong commitment to navigating and understanding environmental regulations. Through her efforts, she has been given the opportunity to work in a variety of regions to provide clients with permitting services, including NJ, NY, CT, PA, MD, VA, OH, IL, IN, MI, TX and PR.

 

Ms. Fusco’s technical qualifications include environmental and land use regulatory compliance support and permitting; wetland delineation and field investigation rare; threatened, and endangered species habitat reviews; wetland mitigation design and coordination; remedial and mitigation oversight; due diligence, feasibility, and critical issues analyses; and cost estimation services.

  • Project Manager, Confidential Warehouse Developer, Erie, Pennsylvania. Ms. Fusco provided wetland permitting services for the development of an approximately 200-acre agricultural site into an industrial warehouse development. Her initial efforts included conducting the wetland field delineation and habitat characterization on-site. She also managed the permitting phase for the project, coordinating with US Army Corps of Engineers and Pennsylvania Department of Environmental Protection reviewers to obtain a Freshwater Wetland Individual Permit to authorize wetland impacts on-site from the future development, coordinated with the engineering design team to complete the National Pollutant Discharge Elimination System permit to support the stormwater management design, and assisted the developer in obtaining wetland mitigation credits from a mitigation bank to satisfy compensation conditions set forth in the wetland permit. All federal and state permits and approvals were issued for the project in October 2023.
  • Permitting Specialist, Confidential Industrial Client, Bayonne, New Jersey. Ms. Fusco supported the owners of an industrial facility in planning future warehouse development at their site. These services included a wetland field delineation, resource identification and mapping, and characterization of the shoreline. She reviewed each potential redevelopment strategy and provided process knowledge and guidance for future permitting efforts and associated design limitations. Recently, she has continued her efforts in supporting the permitting for additional remedial investigations on-site.
  • Project Manager, Confidential Industrial Client, Perth Amboy, New Jersey. Ms. Fusco managed the permitting effort to authorize improvements to an existing wharf structure. Permits required an In-Water Waterfront Development Individual Permit to authorize regulated activities located waterward of the mean high water line. Ms. Fusco was able to streamline to approval process through coordination with New Jersey Department of Environmental Protection (NJDEP) reviewers.
  • Project Manager, Confidential Industrial Client, San Juan, Puerto Rico. Ms. Fusco managed the land use permitting efforts to authorize the proposed dredging and wharf improvements at an existing liquified natural gas (LNG) facility located in San Juan Harbor in San Juan, Puerto Rico. The purpose of the proposed wharf improvements was to provide structural stability to the existing wharf structure in response to the deepening of the Federal navigation channel by the US Army Corps of Engineers, and to support the deliveries on LNG from larger ships able to access the deepened harbor. Ms. Fusco prepared the joint permit application for the US Army Corps of Engineers and Puerto Rico Department of Natural Resources addressing potential impacts to in-water resources within the harbor and continued industrial use of the modified shoreline.
  • Permitting Lead/Ecologist, Confidential Industrial Client, Cumberland County, New Jersey. Ms. Fusco provided the lead for permitting and wetland field delineation activities in support of the required NJDEP Land Use Regulation Program permitting, to install groundwater monitoring wells as part of the exit strategy for this Superfund Site, currently undergoing site investigation/remediation. The field activities consisted of delineation of the regulatory boundaries of wetlands and waters and habitat inventory for the entire reach of the Hudson Branch, a tributary to Burnt Run and the Maurice River. Ms. Fusco also led the field team that conducted the survey to document areas dominated by a monoculture of the invasive species Common Reed (Phragmites australis).
