Edward M. Murphy, PE

Mr. Murphy is a registered professional engineer with over twenty-seven years of experience in Federal- and State-led environmental investigation and remediation services, environmental compliance and due diligence services, and environmental permitting, with a focus on industry and mining. He holds a BS in Chemical Engineering and MEng in Civil (Environmental) Engineering from the University at Buffalo. He is currently a Technical Director with Roux, joining the firm in March 2026.

 

Mr. Murphy has completed, managed, or directed hundreds of due diligence projects and portfolios, both across the United States and internationally. He has served as lead auditor for numerous complex environmental or full EHS audits across the United States for clients across diverse industries. He has served as a certifying engineer on various remedial reports and permit applications for air, water, wastewater, solid and hazardous waste, and air projects.

  • US Navy/NAVFAC CERCLA Groundwater Remediation Project, Bethpage, New York. Senior Engineering Manager responsible for engineering and field services for multiple aspects of the US Navy/Naval Facilities Engineering Systems Command (NAVFAC) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) groundwater cleanup program in Bethpage, Long Island, New York. Constituents of concern include trichloroethylene (TCE), per- and polyfluoroalkyl substances (PFAS), and 1,4-dioxane. Managed a pilot-scale advanced oxidation process (AOP) and a granulated activated carbon (GAC) treatment system under evaluation for groundwater extraction, which also served as an ongoing remedial measure. Engaged in additional assignments under the US Navy Comprehensive Long-Term Environmental Action (CLEAN) program.
  • RCRA Corrective Action Program, Photographic Materials Manufacturer, Rochester, New York. Certifying and lead engineer for several Resource Conservation and Recovery Act (RCRA) corrective action projects for multiple investigation areas, over nearly a decade, including corrective measures studies (CMS), corrective measures implementation (CMIs), or presumptive remedies for a 1,200-acre historical photographic manufacturing facility in metropolitan Rochester, New York. Constituents of concern were diverse and generally included numerous volatile organic compounds (VOCs) and metals impacts to groundwater, and semi-volatile organic compounds (SVOCs), polychlorinated biphenyls (PCBs), and metals contamination of soils.
  • Multiple Clients, Environmental and EHS Compliance Auditing Programs, National/International. Auditor/Lead Auditor, Project Manager, Program Director, and/or Senior Technical Reviewer for both one-off and programmatic audits for environmental or full Environmental, Health & Safety (EHS) compliance, across many US states, and management/direction of international programs. Expertise includes air, water, wastewater, solid/hazardous waste, Emergency Planning and Community Right-to-Know Act (EPCRA [TRI/Tier II]); and additional work in Toxic Substances Control Act (TSCA); Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); Process Safety Management (PSM); and Risk Management Program (RMP). Industries included mining, construction materials (cement, aggregates, concrete, asphalt, building materials, security hardware), pharmaceuticals, automotive, electronics assembly, defense manufacturing, food and beverage, chemical/petrochemical, consumer packaging, and solid and hazardous waste management facilities.
  • Multiple Clients, Environmental Due Diligence Programs, National/International. Site Assessor, Environmental Professional, Project Manager, Program Director, and/or Senior Technical reviewer for complex industrial environmental due diligence portfolios across the United States, and Project Manager or Director for portfolios internationally. Services also included desktop studies, financial liability estimation and modelling, and development of contingency reserve estimates. Employed additional environmental compliance/permit gap screening services.
  • Alternatives Evaluation, Permit Feasibility Analysis, Permitting and Engineering, Shoreline Restoration, Industrial Facility, Buffalo, New York. Project Manager and Technical Lead for alternatives analysis and permit feasibility study for a shoreline revetment restoration project for a cement terminal in Buffalo, New York. Project then continued into a geotechnical field investigation and evaluation, design engineering, and permitting under Federal United States Army Corps of Engineers (USACE) and New York State Department of Environmental Conservation (NYSDEC) dredge/fill and shoreline restoration permits, State Environmental Quality Review (SEQR), and coastal consistency determinations by the City of Buffalo and New York State Department of State. Engaged in additional confidential projects pertaining to site improvements completed for the client with support from external legal counsel, including meetings with the City of Buffalo mayor and senior staff.
