Terminal Logistics Center

The Terminal Logistics Center development is located in the South Ozone neighborhood of Queens and formerly operated as a remote parking lot for JFK International Airport. The project team, led by developer Triangle Equities, transformed the Site into a 350,000-square foot, state-of-the-art, multi-story industrial air cargo and small business storage facility adjacent to JFK International Airport. Roux took the Site through the New York City Mayor’s Office of Environmental Remediation (NYC OER) Voluntary Cleanup Program (VCP) to address issues such as historic fill and underground storage tanks. Roux’s remedial efforts included the oversight of the excavation and removal of approximately 67,200 cubic yards of material, of which approximately 35,300 cubic yards of clean soil was transferred to three receiving sites as clean fill through the NYC OER Clean Soil Bank. Additional remediation included installation of a composite cover system/vapor barrier system. At the same time as Roux completed the environmental scope of work, Mueser Rutledge Consulting Engineers (MRCE), our geotechnical engineering teaming partner, managed the geotechnical engineering aspects of this project.

The development of this new air cargo infrastructure is essential to regaining JFK Airport’s foothold in the market. It will allow for a modern and well-functioning freight system to grow by adding approximately 200-400 new full-time jobs and generating over $29MM of output growth annually. This contribution to local infrastructure is expected to alleviate significant pressure on the supply chain bottleneck that has been experienced since the beginning of the COVID-19 pandemic.

In recognition of its achievements, the project was awarded the 2022 Big Apple Brownfield Award for Economic Development by the New York City Brownfield Partnership.
