Tiffany Springman

Principal Scientist

Ms. Springman is a Principal Scientist at Roux. She holds a Bachelor’s in Environmental Engineering from Drexel University. Her fifteen years of experience with Roux includes design, permitting, and construction expertise for capping/landfill projects; refinery compliance support; wetlands permitting and site evaluation; and remedial treatment selection. Her expertise also includes insurance claims evaluation, due diligence, site remediation, and technical litigation support. She is a manager for the remediation of multiple sites impacted with chlorinated solvents/free product, a site impacted with petroleum hydrocarbons/free product, and sites impacted with polychlorinated biphenyls.

  • Claims Evaluation/Due Diligence/Cost Analyses of Environmental Projects: Evaluation of insurance claims under various regulatory bodies including the New Jersey Department of Environmental Protection (NJDEP) (Industrial Site Recovery Act/underground storage tank [UST] spill cases) and United States Environmental Protection Agency (USEPA) Superfund (landfill and sediment sites). Review of technical reports, timing of release estimation, cost categorization including investigation, remediation, on-site, off-site, undocumented, and costs unrelated to the environmental activities. Development of opinions on the reasonableness of past expenditures.
  • Site Investigation, Remedial Treatment Analysis and Selection and Site Remediation: Provided site investigation and remediation of chlorinated solvent and petroleum hydrocarbon contaminated sites located in New Jersey. Evaluated and/or implemented remedial techniques including excavation; physical light non-aqueous phase liquid/dense non-aqueous phase liquid (LNAPL/DNAPL) removal; in situ thermal desorption/electrical resistance heating; chemical and biological injection; various capping actions, monitored natural attenuation, and vapor mitigation. Obtained, operated, and monitored under the New Jersey Pollutant Discharge Elimination System (NJPDES) discharge to groundwater and discharge to surface water permits. Participated in technical consultation meetings with the NJDEP regarding technical impracticability waiver requests and commingled groundwater plume determination.
  • Chemical Manufacturing Facility: Provided engineering and construction support for fast-paced remediation of PCB-impacted soil within a creek and drainage ditches located in the right-of-way of an interstate. Remedial activities were required to ensure clean working surfaces for contractors performing highway bridge expansion and lane expansion activities. Engineering and construction support activities included soil characterization, excavation design, stormwater management support, utility jacking/boring support, casing installation support, and QA/QC activities for imported fill materials and compaction. 
  • Stormwater Management and Design: Provided conceptual design and evaluation to retrofit innovative stormwater management techniques at a logistics site in Philadelphia. The evaluation was performed to reduce stormwater surcharge fees in excess of $100,000 annually at some sites. Stormwater best management practices evaluated included green roof, vegetated filter strips, constructed wetlands, extended detention ponds, and rain harvesting.
