USEPA Delivers Final Action for SSM Emissions

The U.S. Environmental Protection Agency (USEPA) delivered a final action that puts 36 states on notice to revise their state implementation plans (SIPs) in order to be consistent with the Clean Air Act (CAA). The USEPA has found that particular SIP provisions for treating emissions from large industrial pollution sources during startup, shutdown, and malfunction (SSM) periods fall short in meeting the CAA requirements. The final action became effective on May 22, 2015 and the deadline for states to submit SIP revisions is November 22, 2016.
