China Manufacturing Facility Remediation Project

Roux Associates implemented pre-design activities, permitting, engineering design and construction management for a $5-million landfill closure and sediment remediation project at an active manufacturing facility.
Pre-design activities were performed to better characterize the site and obtain more accurate contractor bids. Pre-design activities included installation of borings to determine the extents of impacted wetland sediments, geotechnical evaluation of on-site borrow areas; a landfill gas survey, a water balance and surface water runoff calculations. Roux Associates also negotiated an alternate landfill cap and the elimination of a ground-water interceptor trench system with the regulatory agency that resulted in significant cost savings. An United States Army Corps of Engineers Nationwide Permit #38 was prepared for sediment remediation in the on-site wetlands.
Roux Associates prepared a detailed, comprehensive engineering design package including drawings, specifications and several project plans. Project plans consisted of a Construction Quality Assurance Plan, Sampling and Analysis Plan, Health and Safety Plan, Contingency Plan and others. The engineering design included consolidation of the landfill and cap installation, sediment removal and placement under the 7-acre landfill cap, wastewater settling pond reconstruction and restoration of on-site wetlands.
Roux Associates provided construction oversight through successful completion of the project. A detailed completion report and operations and maintenance plan were submitted to the regulatory agency and the site is currently awaiting reclassification. Roux Associates provides ongoing O&M support for the landfill and has successfully petitioned for reduced monitoring requirements.
