Old Bridge, New Jersey

Roux Associates was retained by a major pharmaceuticals manufacturing company to provide design, permitting and construction management services at an active refractory processing plant in Old Bridge, New Jersey. The objective of the project was to obtain closure under the New Jersey Industrial Site Recovery Act for metals-impacted soils and sediments at the site including an on-site landfill.

Extensive pre-design activities were performed including delineation of historical fill and metals-impacted soils/sediments, a hydrologic study of the South River, a landfill gas survey, a water balance and surface water runoff calculations. Roux Associates also prepared a soil erosion and sediment control plan that was approved by the Borough of Sayreville and a general construction stormwater permit that was approved by the Freehold Soil Conservation District.

Due to the presence of environmentally sensitive areas at the site, land use permits were required from NJDEP. These permits included Freshwater Wetlands General Permit #4, Waterfront Development and a Tidelands Interim License. Roux Associates also prepared the freshwater wetlands compensatory mitigation plan and coordinated the purchase of mitigation credits from a local wetlands bank.

Roux Associates developed a comprehensive engineering design package including drawings and performance-based specifications. Competitive bids were solicited from qualified contractors and Roux Associates reviewed the bids and made recommendations to the client. Roux Associates provided full-time construction management through the successful completion of the project.

A Remedial Action Report was prepared for the site including a Deed Notice and a Classification Exception Area. No further action was obtained from NJDEP for the site.
