Chemical Manufacturing Facility

Roux Associates is conducing Resource Conservation and Recovery Act (RCRA) Corrective Action and Industrial Site Recovery Act (ISRA) activities at a 200-acre chemical manufacturing facility located in Sayreville, New Jersey. Both the USEPA Region II and the New Jersey Department of Environmental Protection (NJDEP) direct the RCRA program. Roux Associates has worked with the client and both agencies to ensure that the project continues to meet the objectives and requirements of both RCRA and ISRA and keep the project moving towards closure.

Project activities included:

  • construction and calibration of a three-dimensional groundwater flow and transport model
  • designed a groundwater recovery system
  • implementation of the recovery well maintenance program
  • implementation of the groundwater monitoring corrective action program
  • preparation of the facility water allocation permit for operation of recovery wells
  • preparation of the facility permit-by-rule for the discharge of treated groundwater to onsite recharge basins
  • optimization of the groundwater recovery system.

Primary constituents of concern at the site include tertiary butyl alcohol (TBA), carbon tetrachloride and chloroform. The primary media of concern were soils and groundwater.

The groundwater flow and transport model prepared by Roux Associates was used for multiple purposes, including designing a new groundwater recovery system, evaluating long term potential impacts to downgradient municipal well fields, and evaluating the remedial timeframe to restore an impacted downgradient municipal well field. The model was successfully calibrated to simulate flow and transport and achieve its stated objectives.

Roux Associates prepared design documents and bid specifications for the construction of the new recovery well system to optimize well yield and stabilize the groundwater plume. The new recovery system was installed in 2006 and meets and/or exceeds the design criteria.
