Baseline Risk Assessment
Roux Associates conducted a baseline Human Health Risk Assessment as part of the Remedial Investigation/Feasibility Study (RI/FS) process at the Shore Realty National Priorities List site in Glenwood Landing, New York.
The RI determined the presence of petroleum hydrocarbons in the soil and chlorinated solvents in the shallow groundwater at the Site. Based on these results, the New York State Department of Environmental Conservation (NYS DEC) favored extensive excavation and incineration of contaminated soil both above and below the water table. The goal was to meet NYS drinking water standards for all contaminants across the site. The estimated cost for such a program was over $200 million.
The Risk Assessment conducted by Roux Associates included:
- a review of Site conditions;
- identification of Site-related chemicals and media of potential concern;
- a determination of toxicity potential for chemicals of concern;
- a determination of potential exposure pathways based on possible future uses for the Site; and
- preparation of intake estimates for each exposure pathway and calculation of potential risks.
The Site-specific Risk Assessment, along with the engineering evaluations conducted as part of the FS, found that contaminants present could be reduced to acceptable levels using a pump, treat and recirculation system for groundwater, along with soil vapor extraction. The NYSDEC agreed with the assessment and the Record of Decision specified in-situ treatment at a cost savings of hundreds of millions of dollars.
