Roux Associates conducted the RI/FS on behalf of 50 third-party defendants at the Shore Realty Superfund site in New York. The RI included the preparation and implementation of a work plan, a health & safety plan, air quality monitoring, a soil vapor survey, a magnetometer survey and drilling of soil borings. Collection of soil samples for field screening was also undertaken. Other activities included the installation of monitoring wells, specific-capacity aquifer testing, collection of water samples for analyses, measurement of tidal influences on the water table, surface waste characterization, and interpretation of groundwater flow.

A comprehensive risk assessment was conducted to determine potential risks associated with future land use at the site. Human and ecological exposure to sediments on tidal flats was also considered. Based on the risk assessment, cleanup recommendations were presented which would provide long-term protection to human health and the environment.

An FS was conducted to evaluate remedial alternatives, considering Applicable and/or Relevant and Appropriate Requirements (ARARs) and risk assessment methods for screening alternatives. As part of the FS for the recovery of ethylbenzene, toluene and xylene, Roux Associates designed, constructed and implemented a pilot scale in situ soil vapor extraction (SVE) system. Based upon the results of the pilot test, New York State Department of Environmental Conservation (NYSDEC) released a Record of Decision (ROD) indicating that SVE technology was appropriate for remediation at the site. Since the alternative remedial technology was incineration, savings to the PRPs by using SVE was in the millions of dollars.
