Facility Expansion Strategic Environmental Review


Roux Associates reviewed the conceptual plans for the plant expansion in order to determine all applicable permitting requirements that will apply.  As part of the work, Roux Associates reviewed:

  • NPDES pharmaceutical industry categorical pretreatment standards;

  • air emissions rules including applicability of pharmaceutical MACT, NSPS, Title V and state rules;

  • land use permitting;

  • hazardous waste management;

  • storage tank rules; and

  • pollution prevention planning requirements.

The scope of work entailed meeting the New Jersey Department of Environmental Protection to review the project, determine permit requirements and agree on a schedule that will not hinder the execution of the project. Further, Roux Associates conducted bi-weekly meetings with the plant management and design team to ensure compliance with the regulatory requirements. In addition, Roux Associates reviewed the tank specifications and drawings and advised the client and the tank manufacturer of the design adjustments needed to meet RCRA and hazardous waste management requirements.

Integration of this review into each stage of the ongoing facility design process is expected to allow the facility to avoid triggering a number of these regulatory programs.
