Roux Associates was retained by a manufacturer of forged oil production pipes to assist in the closure of a 20-acre site in Houston, Texas through the Texas Natural Resource Conservation Commission (TNRCC) VCP. A preliminary surface and subsurface investigation was performed during the summer of 1996, which included subsurface soil and groundwater sampling at 23 GeoprobeTM boring locations, surface soil sampling at 10 locations, sampling of two concrete-lined sumps containing unknown liquids, and a half- mile radius water well survey.

At the request of the TNRCC, additional surface and subsurface sampling was completed to delineate the extent of contamination, which consisted of lead and petroleum-based hydrocarbons. To allow manufacturing activities to continue at the site and to facilitate regulatory closure, the 20-acres was divided into a 12-acre active tract and an 8-acre inactive tract. Corrective action was required at the 12-acre tract and included the excavation and off-site disposal of approximately 500 cubic yards of impacted soil. Approximately one-half of the impacted soil was classified as Class II non-hazardous waste. Corrective action was completed at the active 12-acre tract. Attainment of Risk Reduction Rule #2 (Closure/Remediation to Health-Based Standards) for the 12-acre tract was demonstrated and a certificate-of-completion was issued by the TNRCC.
