Roux Associates assisted the Developer during submission of a New York State Department of Environmental Conservation (NYSDEC) Brownfield Cleanup Program (BCP) Application for the Site. This site is located in the Midtown area of New York City and now houses a 52-story skyscraper, currently the third tallest building in New York City. This project is one of the largest developments being undertaken in New York City and was essentially the test case for the BCP program.

As part of the BCP support, Roux Associates prepared both Remedial Investigation and Interim Remedial Measure Work Plans on a rigorous time schedule, and guided the client in conforming to NYSDEC public participation requirements. The necessary BCP support documents were completed in two weeks and were accepted by the NYSDEC with no document revisions.

Roux Associates implemented a Remedial Investigation and an in situ waste characterization and delineation sampling program in support of the interim remedial measure, and subsequently designed a remedial approach for the Site. This work was completed within an expedited timeframe, consistent with the planned redevelopment activities and deadlines for construction.

An interim remedial measure was completed for the Site to address contamination as efficiently as possible to facilitate construction of the building. In preparation for, and during completion of the Interim Remedial Measure, Roux Associates performed contractor support and full-time construction management services including:

  • Drafting the Scope of Work including all relevant remediation specifications
  • Aiding the contractor in drafting the submittals and NYSDEC required Project Plans
  • Coordinating and implementing a full time Community Air Monitoring Program on Site
  • Tracking and managing waste disposal, decontamination, and other environmental related Site activities

The interim remedial measure consisted of the removal of all material on Site down to bedrock: including the excavation and disposal of approximately 10,000 tons of lead hazardous soil and 30,000 tons of contaminated, non-hazardous waste.

Roux Associates installed groundwater monitoring wells for the collection of groundwater quality samples, and prepared a Remedial Investigation Report and a Remedial Action Work Plan recommending no further action.
