Roux Associates provided design, regulatory support, permitting, construction management, and startup services for modifications to the Borough of High Bridge Water Treatment Plant in High Bridge, New Jersey. The project entailed the modification of a 300-gallon per minute municipal potable water treatment plant to incorporate added treatment and infrastructure to address trichloroethylene (TCE) from an unknown source that impacted the influent groundwater supply.

Roux Associates' design and turnkey installation addressed all water treatment plant upgrades involving the necessary treatment equipment, piping, pumps, controls, electrical service, and building modifications. Specifically, the water treatment plant was modified to include:

  • A low-profile air stripper to remove TCE from groundwater
  • A reservoir separation wall to segregate raw water from treated water in the primary water collection and distribution reservoir (to avoid adding another reservoir)
  • Control equipment to fully automate the plant
  • A masonry treatment plant building-addition to house the low-profile air stripper and its ancillary equipment.


Roux Associates prepared a detailed, comprehensive engineering design package including drawings, bid specifications (in CSI format) and plans, and managed the biding process in conjunction with borough administrative staff. Our construction management and operation and maintenance services include oversight of the construction phase, assistance with system startup and testing, management of contractors and the preparation of a complete plant operation and maintenance manual for operator use.

As a result of Roux Associates' design, the borough was able to avoid the need for costly water system additions associated with the development of a new water supply well field and new primary water distribution reservoir. Additionally, plant automation improvements provide a means for decreasing the level of effort required to operate the water treatment plant.
