Roux Associates assisted a major utility in providing technical review of web-based contingency plan templates that were to be utilized at various power stations located in the Virginia, West Virginia, North Carolina, Maryland, Connecticut, Rhode Island, Indiana, Illinois, Ohio, New York, Wisconsin, Massachusetts, Maine, and Pennsylvania. The contingency plans included;

  • Spill Prevention Control and Countermeasures (SPCC) Plans prepared in accordance with 40 CFR Part 112, and mandated by the United States Environmental Protection Agency (USEPA);
  • Facility Response Plan (FRP) prepared in accordance with 40 CFR Part 112.20 and 112.21 including Appendices B through F, and mandated by the USEPA;
  • Facility Response Plan (FRP) prepared in accordance with 33 CFR Chapter I, Subpart I, and mandated by the United States Coast Guard(USCG);
  • Oil Discharge Contingency Plan (ODCP) prepared in accordance with 9 VAC 25-91-170, and mandated by the Virginia Department of Environmental Quality (VADEQ); and
  • Spill Prevention Response (SPR) Plan prepared in accordance with 25 Pa Code 245 (also included as a part of the Preparedness Prevention and Contingency {PPC} Plan) and mandated by the Pennsylvania Department of Environmental Protection (PADEP).

Roux Associates provided a desk-top review of the aforementioned web-based templates in light of the Federal and State regulatory requirements. Upon the conclusion of each review, Roux Associates prepare a letter report summarizing its findings, which were further discussed with a team assembled by the client.
