Roux Associates was retained by the former owner / operator of a 100-year old, 20-acre former precious metal fabrication facility in Connecticut to prepare the facility for redevelopment by completing a multifaceted environmental and facility investigation, decontamination and demolition project. The facility is located near the coast and includes over four acres of wetlands. The remainder of the site included a three-level production facility constructed on the site of an old rock quarry.

To assist the former owner / operator gather the data necessary to gain a rapid understanding of potential environmental liability associated with a property transfer and to design remedial action, facility decontamination and demolition plans, Roux Associates completed a series of fast-track investigations focusing on both potentially impacted soil and groundwater and hazardous building materials. Results of the various investigations were used by the former owner/operator, legal counsel and ultimately the new landowner during the due diligence period to formulate acceptable future uses and an acceptable level of remediation. Additionally the data were used to secure remediation cost-cap insurance.

Following the transfer of the property, Roux Associates managed and oversaw the decontamination of the facility interior (i.e., asbestos and lead abatement, process equipment decontamination and hazardous material disposal), facility demolition and the remediation of site soils. We also managed the excavation and disposal of thousands of tons of soils in such a manner as to minimize the ultimate disposal costs and the quantity of clean fill required to fulfill the terms of the purchase and sales agreement while at the same time meeting the goals of both State and Federal environmental regulations.
