Groundwater and Soil Remediation

Roux Associates has completed the design, installation and operation of a remediation system to address chlorinated solvents in soil and groundwater at an active shipping facility operated by a major express mail service.  The contamination is attributable to former furniture manufacturing operations at the site.  The remediation was conducted pursuant to the Voluntary Cleanup Program under the jurisdiction of NYSDEC Region 2.

Roux Associates developed and successfully negotiated a risk-based remedial approach that called for remediation of “hot spot” source area soils, and mass-reduction of VOCs in groundwater through operation of a remedial system to a level where natural attenuation would be effective in remediation of residual, dissolved-phase VOCs in groundwater (both on- and off-site).  The remedial system consists of a 250 cfm soil vapor extraction (SVE) blower; a 100 cfm air sparge (AS) blower; eight SVE wells; 17 AS wells; related process piping; a total hydrocarbon monitoring system; and granular activated carbon drums for treatment of extracted vapors.

Roux Associates also performed startup and testing for the system, prepared an operation and maintenance manual and performed part-time operation and maintenance services, including:

  • checking system operating status and power;
  • checking the integrity of all equipment, hoses, fittings and piping and performing maintenance as required;
  • checking the security of equipment and wells;
  • coordinating and performing condensate and purge water disposal as required;
  • maintaining and disposing of carbon drums;
  • making flow adjustments to SVE blower and AS well head flow valves as necessary to optimize influent mix;performing quarterly effluent air sampling;
  • collecting monthly on-site groundwater samples and quarterly off-site groundwater samples; and
  • submitting monthly progress reports to the NYSDEC.

Roux Associates also prepared a Performance and Design Modification Plan (PADMP) to detail the mechanism for measuring and tracking the remedial progress within the source area.  The PADMP outlined the cleanup goals and procedures for determining whether cleanup objectives were met and the process for obtaining regulatory approval for permanent shutdown of the remedial system.  Based upon the groundwater quality data, which indicated the cleanup goals have been met at most wells, Roux Associates obtained NYSDEC approval for permanent shutdown of the system with continued monitoring of groundwater to verify natural attenuation is occurring.
