Roux Associates completed a remedial investigation, feasibility study, and implementation of several Interim Remedial Measures (IRMs) at an 80-acre former chemical manufacturing facility adjacent to the Hudson River in Rensselaer, New York. The entire project was performed on an aggressive schedule to meet a deadline imposed by a potential buyer of the facility who plans to redevelop the site. Innovative investigative techniques including field-screening technologies were used to document the nature and extent of impacted soil, sediment, and dissolved-phase plumes.

Several IRMs were performed at the Site. Specifically, VOC/metal impacted soil was removed and disposed offsite within four critical source areas. During the completion of this IRM, approximately 12,000 tons of non-hazardous soil and 10,720 tons of hazardous soil were excavated and disposed offsite. To keep costs to a minimum, hazardous waste material has been transported off-site using rail cars.

Additional activities included the remediation of sediments within two 80,000 square foot former wastewater treatment lagoons. The dredged sediment was chemically processed to reduce contaminant levels below Universal Treatment Standards using soil washing and subsequently physically processed using filter presses to increase the solids content prior to offsite disposal. Six thousand tons of hazardous sludge was generated as part of this process. The resulting filtrate was chemically treated and discharged to the local POTW at a nominal cost.

Roux prepared all Remedial Design/Remedial Action Plans, which have been approved by the NYSDEC and the NYSDOH and provided full time construction management services for the remediation of the two lagoons. Roux also prepared a design report for the construction of a perimeter groundwater containment system and enhanced bioremediation injection system.
