After a recycling company spilled 100+ gallons of PCE in a school parking area, the local spill contractor came on-site and invoiced $800,000 worth of services in less than 16 days. Roux Associates was called on-site by the insurance carrier on day 17, at which point we found that the spill contractor had many pieces of expensive, but unused, equipment on site. With the FDEP’s approval, we declared the “emergency” to be over and began evaluating the spill contractor’s invoices in detail. Concurrently, we initiated a phased approach to investigating the spill’s impacts to groundwater. Roux’s phased approach eventually saved more than $1 million and resulted in the approval of a low-cost natural attenuation remedial monitoring program at this site.
