DOMANI to Provide Sustainability Consulting Services to First State Government to Join Chicago Climate Exchange

February 22, 2006; Denver, Colorado - New Mexico has become the first state in the Union to become a member of the Chicago Climate Exchange (CCX), the nation's only market-based 'cap-and-trade' system designed specifically to support efficient economies and reduce greenhouse gas (GHG) emissions.

"We want to save money, use energy wisely, and help combat climate change," said Bill Richardson, Governor of New Mexico and former Secretary of the U.S. Department of Energy. "By joining CCX, state government is setting an example that I hope other municipalities and businesses will follow."

DOMANI Sustainability Consulting, LLC, of Denver, Colorado, has been contracted to help the state assess its energy use and GHG emissions for the CCX. "DOMANI will ensure that all of New Mexico's membership requirements for the Chicago Climate Exchange are satisfied," said William Sarni, President and CEO of DOMANI, and Principal-in-Charge of the project. "We are very pleased to help New Mexico establish a standard, credible baseline for its GHG emissions and we welcome opportunities to assist the state in reducing its GHGs relative to that baseline."

Governor Richardson signed in June 2005 an Executive Order mandating a thorough evaluation of ways to significantly reduce greenhouse gas emissions in New Mexico. He set aggressive reduction goals and created a New Mexico Climate Change Advisory Group, which will develop recommendations to reduce the state's greenhouse gas emissions to 2000 levels by 2012, 10% below 2000 levels by 2020, and 75% below 2000 levels by 2050.

Reducing GHGs is necessary for the long-term economic and environmental health of New Mexico and all other states in the nation. New Mexico expects that its membership in the CCX will help it to reduce its operating costs, reduce its exposure to volatile energy costs, and encourage the private sector to commit to 'transparent' emissions reduction targets.

Membership in CCX is legally binding. New Mexico must meet its GHG reduction goals or it has agreed to buy credits to offset emissions above targeted levels. The state can sell its emission credits if its emissions fall below targeted levels.

DOMANI will provide the following sustainability services to New Mexico:

- Communication with facility, fleet, and account managers at all state agencies regarding the rules for new and continued membership in CCX;

- Coordination with all state agencies regarding the completion of a GHG emissions inventory for the entire state (independent third-party auditors will then verify the emissions inventory and will conduct audits on an annual basis);

- Preparation of data collection and aggregation plans from 1998 to the present (the data will be prepared in a format that will make auditing easy);

- Development of a password-protected inventory management spreadsheet tool for users in various agencies;

- Facilitation of data collection from all state government agencies;

- Preparation of a summary report regarding energy use and GHG emissions, which will include natural gas and heating oil consumption, fleet fuel consumption (diesel, gasoline, compressed natural gas, biofuels, jet fuels), and electricity and green power purchases;

- Calculation of baseline emissions, annual emissions, and offsets from 1998-2005;

- Preparation of inventory reports and graphs indicating key trends to facilitate the government's ownership, management, and operation of its own emissions inventory - for present and future CCX requirements.

Josh Radoff, a Principal in charge of DOMANI's carbon management practice, will manage the project. Mr. Radoff is an invited speaker at energy, green building, and climate change conferences and has authored articles about trends in the green building industry.
