Roux Opens West Coast Office

Roux Associates, Inc., a full service environmental consulting and management firm, is pleased to announce the opening of a new office in San Francisco. Senior staff in the new office will include three experienced California Professional Geologists; David Dixon, Mauricio Escobar and Michael Marsden and one California Licensed Engineer; Angela Liang Cutting.

Roux Associates’ San Francisco office will provide environmental consulting services in the areas of Brownfield remediation, soil and groundwater clean-up, litigation support and expert testimony, Constructed Treatment Wetlands, regulatory compliance and insurance claim evaluation.

David G. Dixon, P.G.
Mr. Dixon has over 23 years of experience managing and conducting complex characterization and remediation projects, Brownfield transactions, assessments and mitigation of pesticide impacted land, industrial facility permitting and closures, litigation support and expert testimony, underground tank closures, and regulatory compliance audits. He also has extensive experience with groundwater issues, including aquifer testing, extraction, and chemical and bioremediation technologies. His work has focused on evaluating, characterizing, and cleaning up contaminated sites including many sensitive ecological sites such as wetlands, national parks and wildlife refuge and waterfront sites. He organized, moderated and been a panelist at several national Brownfields conferences and served on their educational session selection committee. Mr. Dixon has assisted clients to prepare Brownfield grant applications, Brownfields Phoenix Award applications, to manage grants, and was the project manager on the Stockton Event Center, the 2008 EPA Region 9 Phoenix Award winner. He is also on the Restoration Advisory Board (RAB) for the former Hamilton Air Base in Novato, California.

Mauricio H. Escobar, P.G.
Mr. Escobar has over fifteen years of experience designing, managing, and implementing environmental investigations for characterization and remediation of soil and groundwater plumes at industrial, commercial, and residential properties. He has substantial experience strategizing, budgeting, negotiating, and coordinating field investigations and remedial strategies for facility closures on behalf of public and private clientele. He has extensive field experience using various drilling, soil sampling, groundwater sampling, and soil vapor sampling techniques. Mr. Escobar has worked in the offices of a Fortune 100 Company directly assisting with management of a complex remediation portfolio. He has been closely involved in developing and implementing high-level strategies that consider legal and regulatory issues, communications and government relations, as well as technical challenges. Mr. Escobar has expertise in design and implementation of in-situ chemical oxidation using permanganate in hard rock and porous media-flow aquifers. He has knowledge of procedure used to quantify metals impurities in stock permanganate solution and potential issues related to unintended introduction and mobilization of metals, particularly hexavalent chromium.

Michael B. Marsden, P.G., C.Hg.
Mr. Marsden has over 23 years of environmental consulting experience including site assessment and remediation, project management, litigation support, regulatory compliance, financial auditing, and insurance claim evaluation. His diverse experience covers environmental pollutants such as solvents, petroleum hydrocarbons, lead, arsenic, chromium, MGP wastes, and pesticides in both soil and groundwater. He has conducted evaluations of surface water and groundwater interaction using analytical tools, including groundwater geochemistry, stable isotopes, hydrostratigraphic interpretation, and aquifer test analysis. He assisted in the design and installation of soil and groundwater remediation systems and supervised extensive field programs and analysis of groundwater flow and transport models. Mr. Marsden has managed litigation support for cases involving allocation of responsibility, insurance claims, and owner/tenant disputes over sites affected by solvents, metals, MGP wastes, and fuel leaks. He has coordinated efforts between attorneys and assisted in case strategy development and trial preparation. He has extensive regulatory compliance experience representing client interests with federal, state, and local regulatory agencies.

Angela Liang Cutting, Ph.D., P.E.
Dr. Cutting has over 15 years of experience implementing and managing environmental remediation projects. She is well versed in various types of soil and groundwater remediation and wastewater/groundwater treatment technologies. She has served as lead engineer and project manager on numerous projects involving remediation at sites in the greater San Francisco Bay area. Her broad technical skills, experience, and knowledge of engineering management contribute to her success as an effective manager of multi-disciplinary project teams. In addition, she is experienced in managing site investigations, feasibility studies, remedial alternative assessments, remedial system design, construction oversight, vapor intrusion modeling and assessment, and mitigation system design and operation. She has expertise with in situ remedies involving thermal remediation, bioremediation, permeable reactive barriers, and zero-valent iron/zinc for remediation of various compounds including chlorinated solvents, perchlorate, and petroleum hydrocarbons.
