New York City Owned Underground Petroleum Storage Tanks
CM/Design-Build Contract for Remediation and Monitoring of Soil and Groundwater
Roux Associates was selected for this multi-year, multimillion dollar contract for the remediation of sites in Brooklyn, Queens, and Staten Island. The program includes management of environmental investigation, monitoring and clean up activities at 192 remedial sites. The sites are NYC agency-owned or leased properties where vehicle-fueling activities occurred. The sites included sanitation garages, water supply pump stations, wastewater treatment plants, firehouses, police stations, and vehicle maintenance facilities.
Roux Associates provides hydrogeologic, engineering, and environmental management services for these sites, including the following:
Free-Phase Product Guaging and Bailing
Groundwater Monitoring and Advancement Soil Borings
Well Repair, Well Abandonment, and Well Installation
Evaluation and Optimization of Operating Remedial Systems at 36 Sites
Preparation of Quarterly and Semi-Annual Monitoring Reports for approximately 60 Sites for
submittal to NYSDEC Region 2-Division of Environmental Remediation, Bureau of
Spill Preventation and Response
Preparation of Bi-monthly Narrative Reports and Monthly Status reports
The remediation systems at various sites include dual-phase extraction, soil vapor extraction, air sparging, groundwater recovery and treatment, and automated product-only recovery systems. Roux Associates priorities on this project include expediting remedial progress, increasing the effectiveness of operating systems, rehabilitating poorly operating and inactive systems, achieving NFA status, and reducing NYC's overall program costs.
Project-specific challenges for this work include the following:
Available area for remediation is small and access can be difficult
One or more off-site contaminant sources can prolong clean-up
Quality of existing remedial systems varies greatly due to combination of many prior
consultants/contractors and past funding issues
Some systems have been running for years with low VOC removal while significant
contamination remains
Vapor intrusion is a concern due to the proximity of occupied areas
Roux Associates is also implementing technologies at selected sites to cost-effectively achieve NFA status. Bioremediation activities include in situ injections of oxygen generating compounds, hydrogen peroxide, heterotrophic bacteria, and nutrients.
