SPCC and FRP Plans

Roux Associates assisted several clients in preparing a variety of contingency plans that were mandated by several Federal and State regulatory programs. Such plans included Spill Prevention Control and Countermeasure (SPCC) and Facility Response Plans (FRP). A demonstration of our technical expertise and achievement is provided below.

During the preparation of the SPCC Plan and FRP, Roux Associates assisted a chemical company in New Jersey in obtaining approval from the United States Environmental protection Agency (USEPA) of technical impracticability of secondary containment. The aforementioned approval was the first to be granted in USEPSA Region 2.

In light of the new Spill Prevention Control and Countermeasure (SPCC) regulations that were published in the Federal Register of July 17, 2002, Roux Associates conducted multiple technical seminars for its clients highlighting the new changes and challenges of the published regulations. Roux Associates also conducted a detailed regulatory analysis highlighting the impact of the new regulations on the transportation and pharmaceutical industries and recommending specific actions to be taken in order to minimize the operational and financial impact of the new SPCC regulations. To that end, Roux Associates generated various "SPCC Plan templates" that were used by multiple transportation clients, tailored specifically to the needs of each individual client. The templates insured consistency and compliance with the new regulations throughout the clients operations. Using the templates, Roux Associates assisted the clients in updating more than one hundred SPCC Plans for transportation and pharmaceutical facilities located in twenty-five states. The facilities included airports, package delivery facilities, and railroad operations for the transportation industry and manufacturing facilities for the pharmaceutical industry.
