Bridgeport Rental and Oil Services Superfund Site

Logan Township, New Jersey

Roux Associates was selected by a group of potentially responsible parties (PRPs) to provide strategic direction and technical management of the Bridgeport Rental and Oil Services (BROS) Superfund site. The project involves completion of a remedial investigation/feasibility study (RI/FS) for soils, groundwater and wetlands. Previously, the United States Environmental Protection Agency (USEPA) had excavated and incinerated wastes from a former lagoon at the site at a cost of over $200 million. The PRP committee retained Roux Associates to complete the RI and perform an FS to establish the remedial approach for lagoon residuals, contaminated groundwater in two aquifers, contaminated soils, light non-aqueous phase liquids (LNAPLs), and sediments and surface water in nearby ponds and wetlands. In addition to the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) objectives for the site, a primary concern is mitigation of potential natural resource damage claims for the wetlands and the Federally-designated sole source aquifer.

Constituents of concern include chlorinated solvents and petroleum hydrocarbons. Roux Associates developed and implemented an RI/FS Work Plan designed to collect the data necessary to support 1) a petition for technical impracticability of active groundwater remediation, 2) the enhancement of intrinsic bioremediation, and 3) the application of natural attenuation of plume residuals. Roux Associates also managed the ecological risk assessment.
